Got up on my roof today to visually check my LOS. Errr crap there seems to be alot of trees in the way :(
So this begs the question. What is the legally tallest mast I can tack onto my roof? I guess the higher I go the better chance I have of getting a connection.

council regs are varying.
council regs are varying. go to your council website and wading through all the sh*t you should find the regulations.
Most seem to be around 2m from the peak of the roof.
alternatively a free standing tower is allowed to be in the order of 15m from the ground.
Now thats regs... my brother works at the council and has said that the penalty for having a mast thats too high is you have to take it down. He also said that the only way that would happen is if someone complains... and he has never heard of anyone being told to take one down.
Most people adopt the erect and hope method(Im talking about the mast here!!).
I would try getting 2 4m bits of rhs and testing it with that.
